I can maximize and minimize the window, but it does not change the size of form. As it is now, I can not access the majority of my form, only a portion is showing and I can not seem to be able to resize the form withing the window. I would appreciate any help.

Go to menu Tools -> Options -> Forms and increase Maximum design area.
