You can create the initial report .. then give the users the ability to modify the report from within your application. The VFP Report Designer can be run with the VFP runtime so all you have to do is issue MODI REPORT MyReport from a line of code and the users can edit away. Just make sure that you activate the View menu with the Toolbars option so the users can get to all the designer toolbars needed with reports.
