I had the same trouble, and while I can't remember exactally what I did, basically what I did was using ie, I did a file print, selected that printer, and then checked it, before I created the output to make sure it was set to color. I found that the driver installs itself as black and white a default, and somehow you do have to change the default behavior of that driver.
You also might try creating a .ps file, from inside your report itself, going to the printer options, from inside vfp's report writer, and seeing if color is turned on.
I know it was one of those two places that finally got that color setting to take effect.
