You only need CraxDDrt.DLL and CRDesignerCtrl.DLL if you allow the user to create a report. This requires additional licensing and royalty payments to Crystal Decisions.

There are many other files that may be needed depending on what capabilities you give the user. These are listed in the Runtime.HLP file that ships with Crystal Reports.
