I think, it uses the directory where application was started from.

Sergey has given you the answer for creating a directory, but the problem is that you're in something of a "Catch 22" for TMPFILES. You see, you have to have VFP already up and running in order to use the MD command, which means VFP has to have already created the temp files in whatever temp directory you want to use. If you can't count on the temp directory being there, and you can't run something to create it from outside your program, it's best to just use the Windows temp directory.
