You can open up the FRX file like a DBF using "USE MyReport.FRX" and deal with REPLACE .... command.
BTW: You can find informations about the FRX's structure in VFP7\Tools\FileSpec! Open the project 60spec.pjx and have a look at the reports "60frx?.frx"!
