Setup wizard is no longer supported for VFP 7 and later versions. Instead Install Shield limited edition is used to create stup program for your VFP applications. Just check your VFP7 CD, there should be Install Shield as well.

The run-time libraries for VFP7 are the same as for VFP6, but just changed "6" to "7" in their filenames.
