You can use the Policy Editor to set many restrictions on Windows 9x and NT workstations. I forget the exact location, but you should be able to find it on the windows CD in one of the admin tools directories. Restrictions can be set per computer (all users) or per user or per group basis. When deployed on an NT domain, restrictions can be applied automatically to all user on the domain.
