is the setting for SET EXCLUSIVE stored in FOXUSER.DBF or not ?

? SYS(2005) gives me:
C:\Program Files\Microsoft Visual Studio\VFP98\FOXUSER.DBF

i type:

SET RESOURCE ON
SET EXCLUSIVE ON
CLOSE ALL
QUIT

when i come back into VFP and do

use myfile
pack

the file is not opened exclusively. how do i save this setting ?

i never had this problem before, until i worked on a project from
another person. ever since, my default is not open exclusive,
as it was before working on the project.
