That would be normal because a US Windows machine likely doesn't have the Russian character set installed. You can install that character set and it should then work.
However, since CHM files are based on the IE engine you should be prompted for the missing character set and asked whether you want to install it, unless this option has been disabled in the Internet Explorer options.
