For the applications I developed I used the runtime system, but if you pan on broad distribution it would be much better for the compiled version.

It comes complete with a very well designed IDE and a GUI interface design surface. The programming language is very much like Object oriented Pascal. It syncs with ODBC databases and can be used from everything from reomte data entry to gaming. I have successfuly used this product for several applications and found it to be well supported and it is constantly being updated and maintained.
