Your ISP has some Domain Name Server IP addresses, usually at least two, that you can access by putting their IP addresses in /etc/resolv.conf. Most install software will do this automatically if it isn't interrupted. It has been about three years since I used a dial-up, specifically kppp and volksdial, which is better. But, if you know for certain that the negotiation has completed successfully but your browser still "can't find ", then ask your ISP for their DNS IP addresses or look them up with "whois". Google will help you find a good "whois" in your region.
