The SP debugger works for me on WIN2KSP2 w/o any problem. Take a look at 'Transact-SQL Debugger' article, the 'TROUBLESHOOTING BEST PRACTICES' section in particular, from http://support.microsoft.com/support/SQL/Content/2000Papers/Transact-SQL%20Debugger_White_Paper.asp.
