Have you tried things like double clicking the detail band and then checking the "Constant band height" checkbox and not allowing "Stretch with overflow"

Detail bands going to the next page can be a real problem. I have had similar issues with memo fields in the detail. This was some years ago but I dont think I ever came up with a real reliable solution.
