Are you registering your DLL in COM+? On my tests here, if I register the DLL in COM+, I have no problems with recompile. I use here a Project Hook class which unload the DLL in COM+, compile the file, and refresh the COM+.
If you´re using the regsvr32 command, I think there´s no other way in order to release the DLL from memory...
