I think a better way to handle this is to allow the user to enter selection criteria that is relevant to the data they want to see. Say the user wants to see the sales report for the date range 3/15 through 3/18 to see how well their new green beer promotion worked.

Why force the user into previewing a "monthly" report first, to see that the data they want actually appears on pages 6.75 through 10.25, then go back and enter 6 and 10 into a dialog, and in this case get a page and a half of data that they don't want to see?

Putting "data based" selection criteria at the beginning also allows group and summary bands to display and print correctly.
