If you have reinstalled IIS after the .NET framework, then you likely will have to reinstall that as well. In addition, I had to reinstall from the .NET components disk with the following command:

:\dotNetFramework\dotnetfx.exe /t:c\temp /c:"msiexec.exe /fvecms c:\
temp\netfx.msi"

Not sure what all the switches are for, but everything worked after I ran this.
