I've done it with mscal.ocx too. It does have to be registered, but that doesn't mean it has to be in the system directory. In fact, starting with Win2000, MS started discouraging putting files in the system directory. (I think it was their initial attempt to alleviate some of the problems caused by DLL hell.)
