Thanks Sergey, Your reference thread has the answer.
Part of the problem is that this is just one of several VFP7 apps on the LAN and I wanted to just be able to move the app file to the correct LAN directory and have the users run it from there. This way there is no install that the hundreds of users need to execute to run the app.
I copied the VFP7r.dll, VFP7renu.dll, VFP7t.dll and the MSVCR70.dll to the app directory and it seem to be working.
