If you dock a toolbar in a top level form, VFP will have to move all of the controls, otherwise the controls at the dock position would be overwritten.

I'm not going to be much more help with finding workarounds for now, because 1) I never use scrollable forms (I seriously dislike them from a usability stand point) 2) I don't like toolbars in a user app either because I think the buttons belong closer to the rest of the controls on the form, toolbars require too much mouse motion IMHO.
