No, you can't. A MAC address is specific to a particular Ethernet card; as you've already noticed in a DHCP environment, any of a range of IP addresses may be assigned to that card. In the general case the card's IP address will change from day to day (or boot to boot).
On the other hand, the NetBIOS name of the computer - or its hostname - rarely, if ever, changes. You might be able to make use of that. But, if you have SNMP already in place, using its properties is surely the way to go, is it not?
