It occurs to me that perhaps the programmer had put validation rules, including "rate > 0", and, perhaps, "rate must be a multiple of 0.05%". And perhaps it was too much trouble to adjust the validation rules, to account for a negative interest rate (with a small absolute value), which they might otherwise have used!
