They were negotiating (or bargaining, rather) for more than a year. Presently, they have come to agreement to make a new federation, renamed to "Serbia and Montenegro", and are getting ready to write a constitutional charter (why not the constitution itself, I wonder).
No real animosity among the people, it's just politicians playing. The Montenegrins are divided into about equal thirds into independence, federation and don't care blocks. During the last local elections the federalists fell about two cities short, but the total difference there was about couple of hundreds of ballots. That can change anytime. Besides, the recent criminal investigation initiated in Italy, where the president of Montenegro is implicated in cigarette smuggling and business may somewhat ruin the position of the independence block.
