Originally, it comes in a form of an email, saying:

"You have just got the Montenegro virus. I'm not about to do the work, so would you please wipe your disk yourself?"

The people of Montenegro were historically warriors, being stuck in the mountains with the Turks always on the borders. There's very little fertile soil, so they never developed the peasants' labor ethics. Traditionally, in jokes they are lazy, easy to offend, and macho.
