I used to get this when the MDAC version of the machine that created the DTS was different to that where the package runs from. I would try: 1) Open the DTS package and force a save on the machine where it will run and 2) Using the comcheck utility from MS, verify that the two versions of MDAC are the same if not make sure they are.

In theory, having installed the same SP in both computers should result in the same MDAC version, but sometimes when you already have a newer version then no updates are done and the newer version is kept. This is a problem for DTS packages.
