Here's my problem. I have two tables. One table lists Fire Stations numbers such as Fire Station 1, Fire Station 2, Fire Station 3,FS 4,FS 5,FS 6,
FS 7,FS8. The other table lists Cities such as Atlanta, Detroit, Chicago, Dallas. I am grouping on Cities and Fire Stations. I am tracking Fire Station Visitations for various Cities performed by city officials.

So my report should look like this...
Atlanta
Fire Station 1
Fire Station detail record
Fire Station 1 Total
Fire Station 2
Fire Station detail record
Fire Station 2 Total
Atlanta Fire Station Totals
Detroit
Fire Station 3 and so on for all Cities and Fire Stations... Simple enough. Right? Wrong!!!

I do a left outer join on Fire Stations table linked to Cities table on one field only, Station ID. That way I show all Fire Stations whether they have detail records or not because some Fire Stations do not have detail visitation records.

The problem is that if the Fire Station does not have a detail visitation record in the Cities table, then the report looks like this...
Atlanta
Fire Station 3
Fire Station 3 Total
Fire Station 5
Fire Station 5 Total
Atlanta Fire Station Totals
Later on in the report Atlanta is reported correctly. Fire Station 3 and 5 are not in Atlanta, but show up there because there are no matching detail visitation records in the Cities table for those Fire Stations. The Fire Stations table only has one field showing Fire Station 1, Fire Station 2, etc.

How can I fake out the report so that it puts the Fire Station headings under the correct Cities group when there is no detail record for the Fire Station in the Cities table?

I tried linking other ways, but then I don't show all Fire Stations. I only show Fire Stations that have matching detail records in the Cities table. The Fire Station table has to be my primary table because it contains a list of all Fire Stations in all cities. The Cities table only has individual fire station detail records. Sorry this is so lengthy. I did not know how else to explain the problem. Thanks for the clue.
