I think you are right.
The main reasons why FoxPro is popular in Russia is:
1. First Bank's software had been written on FoxBASE and a lot of good-qualified programmers had to study that beautiful database.
2. In Russia we like decision - "all in one product"
3. And I have forgotten to mention that VFP is the best MS product :)
But now we have problem that young generation do not like FoxPro, the reason is easy - the main computer's language at the local universities is Pascal and lazy teaches teach as another (for business) language - Delphi...

Concerning Germany, I think that it is a part of big policy - something like forbidden Microsoft's product. I heard rumors that German's Government was going to spend a lot of money for developing competitive OS like windows. Who knows, may be they could develop another FoxPro too?
