As Antonio said,

SET LIBRARY TO cipher30.fll

But, just be aware. If/when you move to VFP 5.0 or higher, you'll need to use Cipher50. It's got a smaller memory footprint, and if I recall correctly, the encryption algorithm changed slightly so the Cipher50 version is not backward compatible with the earlier versions. This will mean a small conversion effort on your part.
