For the graph part, you might use MS-Graph (I have no experience with that), or automate Excel. Here I do have experience, but I didn't work much with graphics. However, the simplest option seems to me to have a template with the required graphs ready-made, and simply fill in the required data fields.
If the range is a variable size, you may have to automate the creation of the graph itself.
