Having only developed English language applications in Codemine, I have no authoritative answer to your question, suffice to say that the "supported" languages are part of the overall framework design and as such will be updated as and when the framework changes, unlike a do-it-yourself implementation. This question might be better aimed at Dave Lehr at Soft Classics. It sounds do-able but Dave would give the best advice as to how to best implement your own version.
