It ~could~ be slower. But in my unscientific opinion I'd say that in most cases, with multiple users on a network app and with large tables, SQL Server will be approximately as fast.
But you really can't make a sweeping statement like this because SQL Server speed depends on a number of factors, including most notably, the horsepower of your server hardware. You could make the transition and find that you've gained little or nothing in performance. (I would feel a little more sure about this ... odds are pretty good that you WON'T gain a quantum leap in performance.)
If you're not sure about making the investment, you could install MSDE (free) and migrate some data and do some tests on portions of your app that are currently sluggish.
On another note, I would recommend you go with the latest version (i.e., SQL Server 2000), if you make the move at all.
