There is only this copy of the DLL on the server and it is located in the \wconnect folder only. I still have the problem of 1 attachment being attached twice.

The latest version of the DLL is part of wwClient and Web Connection and dated 2/19. However, nothing there is changed that would affect any sort of problem you're seeing here...
