SB has a real point. If a newcomer asks "which is faster, VFP or C#" and somebody answers that C# is faster because the CLR is part of the OS, the newcomer might judge that an excellent response and mark it so even though that answer is not useful in many contexts.
SB also raises the issue of Joe Bob. Thankfully he has retired to
www.po-dunk.com but in addition to SB's points, it would be easy for somebody prepared to use Aliases to advance themselves, to use aliases to give their own answers the big tick. Such a person could rate their own copious dross to the top of the list.
SB's suggestion that we aggregate ratings is a good one- prevents well-meaning but misinformed judges murdering the ratings, also prevents misuse by individuals whose goals are not to further this community but to bait it.

"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
-- Shakespeare: Coriolanus, Act 1, scene 1
