I know this is not of much help right now, but you should really consider using some naming conventions in the future, in this case you'd have something like oAgency and cAgency, this would avoid errors like this one which are a pain to track down.

When I got the error and went into debugger and looked in the LOCALS window I saw AGENCY was TYPE "O" for object. It did not list the field AGENCY as TYPE "C" for character. This must be why I get the data type mismatch error. Also, AGENCY field is one of the indexed fields.
