You could do a locate for '617' $ PhoneNo, I'm not sure how good that would be preformance wise since the $ operator is not Rushmore optimizable, it would be much better if you broke apart the number or even better (simpler?) had an index on each of the parts, like substr(PhoneNo,3,3) for the area code, and so on.
