I also had to struggle a bit with a particular Win2K WS box to get things working with the MS XML parser (though it was not a VFP app, it resembles your report).

I had to remove the XML 3 on that machine (I remember having to do that by hand) and reinstall it in replace mode (maybe I'm wrong, but I think the latest SP doesn't install in other mode). The problem may be that new versions don't - necessarily - override previous ones, unless you install them in that fashion.
