Ok, let me answer my own question :)

After much mucking around I figured this out. If a dbc is included in source control via VSS you must first use the right-click shortcut to 'close' the database (or from menu of project is not docked). Then you must manually 'check-out' the database before you can make any modifications. Whew...

I could still use some direction on finding VSS resources though.
