I had some trouble with fopen() just yesterday. It turned out that the program had crashed, but left a ghost process still running. When I restarted it, the first program still had the file open. This may not be your problem, but you might check for it. I am running Windows 2000 and the first program didn't show up in the Application listing. I had to kill the program from the "Processes" tab.
