If text editing is not required then you could use VideoSoft (now ComponentOne) VSView ActiveX control. It not very expensive, lightweight, doesn't require run-time libraries (MFC or VB), supports RTF file format. It can be used as a report generator and can export to HTML, RTF and PDF.
