Our company is working over the same problem. For the user interface we are making solution that utilizes some ActiveX controls used instead of standard VFP controls.
For the reports there is OLEBound field, which CAN contain Unicode data, but the Unicode data is not printed correctly yet - question marks are displayed instead of the correct characters/syllables.
The OleBound field can be bounded to a general field that contains Word document or Wordpad document, but as I mentioned above - it is not printed correctly yet.
So we continue to search for a workaround.
As an option you can use the Chinese version of VFP on OS which default locale is Chinese, but its (VFP's & OS's) interface will be in Chinese then :(((
Also you can try to produce some kind of HTML or RTF from an FRX.
