I did not try this in WinXP (it probably is like in W2000)

A) in Windows2000
There is a file in Windows2000 \WINNT\SYSTEM32\Config.NT
In this file you can set DOS programs configuration
(this file is mentioned in dos program shortcut advanced properties)

B) in WindowsMe
1)Run MSCONFIG
2)In section [386Enh] SYSTEM.INI
add line
PerVMFiles=100 (or something like that)
