I don't think that you can disable the entire thing, I think that Microsoft doesn't want you to. However, you can disable some of the functionality by modifying some IE keys in the registry, that I do know, because our IT security does it with NT. And if there is a way to disable it the entire thing, that's where you'll find it, in the registry.

On Win98, though, you'll have an impossible time keeping knowledgable users from enabling it back again. Win98 is not cut out for your desire. You need a more secure platform based on NT, like Win2K or XP. Sorry.
