The problem is that Installshield Express does not recognize or ignores the CHANGE USER /INSTALL (or the use of Add/Remove Programs) in a Terminal Server environment. So much for complete MSI compatibility... There is a workaround though, run your setup with /v"ALLUSERS=1" and the runtimes will install and register properly. I just had the same problem last week and I was running around trying to figure out if maybe the full version of ISE or maybe InstallShield Developer would work properly when I came across the command line option.
