I'd be willing to put $100 on the table that any of the currently available frameworks will give at least a doubling of overall productivity, if only in the notion of reducing future maintenance headaches.
This is probably the best statement of all. VFP is very good on it's own but why choose to re-invent the wheel ? Buy a framework and get on with implementing solutions to your customer's problems. At the end of the day I really don't think they are interested in whether you have programmed your own RI, data dictionary, etc.
I certainly wouldn't want to be sitting in front of a customer explaining why I hadn't finished the user functionality because I had been working on some fancy new RI or security system - I don't think they would care.
