Why do you want to limit the number of participating commands to 10?
This tournament is opened to a maximum of 10 teams. If more than 10 teams are registered, a one day single event will occur on July 14, 2002 in order to select the top 10 teams to participate in the tournament. How about all teams are allowed to compete?
If it's not broken, fix it until it is.
