Maybe try this...
lcDir = >!"dir c:\data\perfmeas\dbf" + MvTmp + "\*.* > tmp.txt"
! &lcDir

or maybe use ! (lcdir) - FYI there might be an issue if you have spaces in the part after the DIR...
