You does not include the runtime libraries but the merge module that hold them. All merge modules that ship with ISE can be found in C:\Program Files\Common Files\Microsoft Shared\Merge Modules.

If you wish to install your app on machine with Win98 it is supposed that you include the MS Visual C++ Runtime, because the VFP7 runtime uses it. Also for some ActiveX control you will need the MS Visual Basic 6 Virtual Machine.
