Those tooltips are long, and sometimes, we may not have time to read them. So, we have to move over it again to make it appear again. So, those two points have been noticed. I just hope we'll have more flexibility in upcoming versions of browsers.

I'm not sure that we're talking about the same problem. The tolltip timeout in my browser is around 5 sec. The tall tooltip is blinking with approx. rate 2 blinks per sec. It seems to happen if tooltip partialy shows outside of UT Console window. Maybe you should limit the size of tooltips. ANyway there is no way to read them when they are blinking.
