Depending on how you search by client, you may be able to get partial result. The fact remains, that the end-user will not be able to visually scan through thousands of records.
If the user types part of the client name, even if it is only the first letter, you can then drastically reduce the result set.
Or you might just check how long it really takes to fetch 20,000 - 30,000 clients.
