I'm not sure what you are asking, but, it is possible to use a web browser ActiveX control on a VFP form and navigate to VFP generated HTML pages. This is without actually connecting to the internet and without any server running.

I suggest that you read a good starting article by Andrew MacNeill in the April 2002 FOXPRO ADVISOR.
